Jay Maxwell, Founder, Chairman of the Board
Jay Maxwell is the founder and Chairman of the Board of Clerus Solutions, LLC. He has over 28 years of experience working with state and federal agencies, specializing in the design and implementation of nationwide, large-scale information systems that involve the driver license program domain.
During his career, Mr. Maxwell designed and implemented the National Driver Register's Problem Driver pointer System (PDPS) while at NHTSA in the 1980's, managed the implementation of the Commercial Driver License Information System (CDLIS) while at AAMVAnet, Inc., and after September 11, 2001, led AAMVA's efforts to develop the best approach to prevent a person from holding more than one state-issued driver license/ID card.
Mr. Maxwell received a BS in Mathematics from the State University of New York.
Thomas Osterbind, President and Chief Executive Officer
Thomas Osterbind is the President and Chief Executive Officer (CEO) of Clerus Solutions LLC. Tom has over 25 years of experience within the information technology profession, managing personnel, development projects and mission critical operating environments. Tom has a passion for the mission driven approach of government and non-profit organizations, specializing in the motor vehicle domain for most of his career. At Clerus Solutions, Tom is responsible for business development and client engagements. He promotes personal and organizational growth as well as quality of life among his diverse staff. Strategic planning, program management, problem solving and technical knowledge are key strengths.
Charles R. Black, Jr., Director
Charles R. Black is Chairman of Prime Policy Group, and was the founder of the firm’s predecessor, BKSH & Associates Worldwide. Charlie is widely recognized as one of the nation’s leading public affairs professionals. Serving as a principal legislative and public affairs advisor to several Fortune 500 companies and trade associations, he also leads Prime Policy Group client teams in several public policy disciplines.
Charlie is best known as one of America’s leading Republican political strategists. He served as senior advisor to both President Ronald Reagan and President George H.W. Bush. In 1990, Charlie served as chief spokesman for the Republican National Committee and served as a principal public spokesman for President Bush in the 1992 presidential campaign. He served on President George W. Bush’s 2000 and 2004 campaigns as a volunteer political advisor and surrogate spokesman. During the 2008 election cycle, Charlie served as the senior political advisor to Senator John McCain's presidential campaign. He currently serves as an informal advisor to the presidential campaign of Governor Mitt Romney.
Currently, Charlie serves on the boards of directors of the Fund for American Studies and the U.S. Air Force Academy Foundation. He frequently appears as a guest to represent the Republican viewpoint on national network and cable television news shows. In 2010, Charlie was inducted into the Hall of Fame of the American Association of Political Consultants.
A native of North Carolina, Charlie is a member of the North Carolina Bar. He holds a Bachelor of Arts degree in Political Science from the University of Florida and a Juris Doctorate from The American University. Charlie resides in Alexandria, Virginia with his wife, Judy.
Robert H. Swindell, Director
Mr. Swindell is the senior managing director at GLC Advisors & Co in NYC.
Prior to joining GLC, Mr. Swindell was the CEO of Civitas Group LLC, an advisory business focused on national and homeland security. In January 2008, he became the Chairman of Civitas Group. Prior to Civitas, Mr. Swindell spent 17 years as an investment banker. Mr. Swindell has extensive capital markets and corporate finance experience, having initiated or executed more than 200 transactions across all product areas.
Mr. Swindell currently serves on the Board of Advisors of the Benefactors Society at the University of Virginia’s College of Arts and Sciences and the Board of Trustees of Greenwich Country Day School. He received a BA in Economics from the University of Virginia and an MBA from the Wharton School at the University of Pennsylvania.
David Howe, Director
Prior to joining Civitas, David Howe served as Special Assistant to the President and Senior Director for Emergency Preparedness and Response at the Homeland Security Council at the White House. While there, he coordinated policy on issues ranging from WMD defense and counterterrorism to disaster response and preparedness. He also served as the Chief of Staff to the President's Critical Infrastructure Protection Board where he helped draft the National Strategy for Cyber Security. Previously, he served as CEO of a California-based software company, and as Managing Director of EHS Partners, a highly successful consulting firm started by former McKinsey & Company consultants focused on turn-around projects for Fortune 500 clients. He worked for four years at McKinsey & Company, leading engagements in energy, healthcare and other commercial sectors.
Mr. Howe served for four years as a Special Warfare Officer in the U.S. Navy, including leadership of a SEAL Team detachment during Operations Desert Storm and Provide Comfort. Mr. Howe received an MBA from the Wharton School and a BA from Harvard University.
