Thomas Osterbind is the President and Chief Executive Officer (CEO) of Clerus Solutions LLC. Tom has over 25 years of experience within the information technology profession, managing personnel, development projects and mission critical operating environments. Tom has a passion for the mission driven approach of government and non-profit organizations, specializing in the motor vehicle domain for most of his career. At Clerus Solutions, Tom is responsible for business development and client engagements. He promotes personal and organizational growth as well as quality of life among his diverse staff. Strategic planning, program management, problem solving and technical knowledge are key strengths.
Before joining Clerus Solutions, Tom was Senior Director of System Engineering for the American Association of Motor Vehicle Administrators (AAMVA). At AAMVA, Tom was responsible for design, development and implementation of technology solutions for state and federal governments as well as the AAMVA internal operating environments. Tom developed and maintained, in coordination with AAMVA CIO, the enterprise system architecture for internal and external server-based systems including the messaging systems, data centers, and wide area networks that together are referred to as AAMVAnet™. Tom has deep experience with messaging architectures, verification systems, pointer databases, and security plans as well as the supporting data center and telecommunications infrastructures. Tom also developed and maintained an organization wide security program based on ISO 27001 information security management systems. Tom developed AAMVA specific policies, security plans and an executive governance model.
Tom received a BS in Computer Science from James Madison University and a Graduate Certificate in Technology Leadership from the University of Virginia. He is also a Certified Project Management Professional (PMP) and a Certified Scrum Master (CSM).
Richard Carter is the Senior Vice President, Programs Division for Clerus Solutions. Prior to coming to Clerus, Rich spent over 15 years at the American Association of Motor Vehicle Administrators (AAMVA) dealing with all aspects of IT processing related to motor vehicle administration, especially driver license issuance. He coordinated the AAMVA members’ implementation of the Problem Driver Pointer System (PDPS) and the AAMVA Code Dictionary (ACD) codes used by states to exchange driver conviction and suspension information. As the head of AAMVA’s standards program, he oversaw the publication of the AAMVA Card Design Specifications and AAMVA’s participation in the Justice XML program that became the basis for NIEM. After 911, he played an important role in the development of AAMVA’s DL/ID Security Framework, serving as the staff coordinator for all issues involving information systems and the card design specifications.
Before working at AAMVA, Rich retired from the US Air Force after serving 21 years in the intelligence field. During that time, he twice served in a Special Security Office that was responsible for the protection of highly sensitive information. From this experience, he gained a thorough understanding of all aspects of security, such as physical security, personnel vetting, and operations security. On other assignments, his work in intelligence honed his ability to analyze, organize, and present information.
Rich earned a BA in Business Management from the University of Maryland, University College and an MS in Systems Management from the University of Southern California. While at Clerus, he gained certification as a Project Management Professional (PMP) from the Project Management Institute and as a Certified Scrum Master from the Scrum Alliance.
Nancy Carlson is the Senior Business Analyst for Clerus Solutions. Nancy has over 35 years of extensive, hands-on experience in the design of IT solutions covering new development, re-engineering efforts and post-production maintenance release cycles. She has successfully filled leadership roles for numerous projects, including product owner, project manager, team leader, lead analyst, senior analyst, developer and tester. Prior to joining Clerus, Nancy served over 17½ years working directly within the AAMVA community, representing AAMVA on a number of mission-critical projects, including State-to-State, CDLIS Modernization, Verification of Lawful Status and the Digital Image Access Exchange.
As Senior Business Analyst for Clerus Solutions, Nancy provides business and data analysis expertise in current and future projects, supports PMO with management of programs and projects and provides subject matter expertise to clients and internal initiatives. Her expertise promotes new business development as well as provides senior-level management support to existing clients.
Nancy received a BA in Physics from Franklin and Marshall College. She is also a certified project management professional (PMP) and certified scrum master (CSM).
Linda Coker serves as Program Coordinator for Clerus Solutions. Linda has over 19 years of experience in program and office management with a background in driver improvement and license issuance processes in the State of Texas. Linda’s experience includes budget management, driver improvement compliance, licensing programs, contract administration, legislative support and personnel management in both state and private sectors. She is experienced in researching, analyzing and implementing state and federal laws and legislation. Prior to Clerus, Linda served 12 years with the Texas Department of Public Safety (TXDPS). As Assistant Manager of the License Issuance Bureau at TXDPS, Linda offers a program management perspective as well as direct experience with license issuance, commercial driver license and driver improvement processes. Linda also has experience in fingerprint analysis and is skilled in obtaining/identifying fingerprints utilizing ten prints and the Automated Fingerprint Identification System (AFIS).
As Program Coordinator for Clerus, Linda manages accounting responsibilities, personnel resources, office administration and supports client contracts including financial reports, program travel and expenditures and events planning. In addition, Linda offers her artistic creativity to the team as graphic designer, providing in-house design services, developing publications, promotional materials, website and presentations for Clerus Solutions.
Linda received her Bachelor of Arts from the University of Texas at Austin. Linda is experienced in numerous software applications on the Windows platform including: Intuit Quickbooks, Microsoft Office Suite, Adobe Creative Suite CS6: Photoshop, Illustrator, Dreamweaver and Premiere Pro.
